This gap is not merely a technical issue but a reflection of a deeper misunderstanding of what civil society truly is and how it functions. My 25 years of experience in the development sector, particularly in managing civil society funding, have revealed a startling truth: the aid programs we fund often fail to capture the essence of genuine civil society. This article delves into this paradox, drawing from a personal encounter in an Islamabad market, where a shopkeepers' association thrived, highlighting the stark contrast between the civil society we fund and the one that exists on the ground. The author, a former senior development specialist at USAID Pakistan, argues that the aid model has inadvertently created a parallel universe of professional NGOs, accountable to donors rather than the communities they serve. This disconnect is exacerbated by the leniency donors show towards NGOs, contrasting sharply with their scrutiny of government expenditures.
